Correspondence Discussion

1.Regarding dispensation for one way speed runs for NZMPBA Records.
The committee considers it not in accordance with SAW rules anywhere else in the world so cannot give dispensation for any NZMPBA records. However, if the BOPMBC, or any other club, chooses to use that format for club only records then the NZMPBA committee has no issue with that.
2.Re Request for funding The committee had vigorous discussion and decided unanimously at this stage we will not advance funds as per request.
3. Re making fail safes mandatory for all powered craft

DISCUSSION AND RESOLUTION FOR PUBLICATION ON THE WEBSITE FOR MEMBER COMMENT
Fail Safe Requirements

Radio Control systems with an integrated Fail safe must use and demonstrate the operation of the Fail Safe during scrutineering with the engine running on ALL powered craft.
As well ALL Petrol (spark ignition) powered boats must be protected against reduced voltage receiver failure by using an ignition coil disabling system.
 The effectiveness of the Ignition coil disabling system must be demonstrated during scrutineering with the engine running by turning the receiver off, the engine must stop.
 The receiver must then be turned back on, engine restarted, and the engine must then stop when the Transmitter is turned off. Preferably by BOTH throttle closure AND ignition disablement.

As this is a health and safety issue and breaking the NZMPBA rules , should any competitor be found guilty of disconnecting an ignition disabling device, in order to continue racing, will lose all points gained at that regatta and as well be stood down for the following two sanctioned regattas on the NZMPBA Calendar for that year.

4. Re self scrutineering concerns at race meetings refers to basic mechanical condition of boats. Fail safe testing is still mandatory before any racing starts at NZMPBA Sanctioned events.

GENERAL BUSINESS

1.Look at Provisional Calendar

Need to contact some clubs to re arrange regatta dates

Murray Smithson remit.
General feeling at the AGM was for 1 off regattas a fee should be charged to cover insurance and incidentals. Committee will discuss further to gauge feeling of membership before making final recommendations to be submitted at next AGM.
No further discussion this month as we ran out of time

Offshore rules
A review is pending on a tweak of the rules regarding things that are not being done properly or can be dispensed with at regattas.

I am still waiting on the Off Shore Updates. I have been in touch with another club member and they haven't received them either. So as far as the six week consultation, when does it start and when does it finish. We as members are not been advised of these so called updates. I ask the question, what is going on here? The last rule change was emailed out July 3. Perhaps the mailing list needs to be checked to ensure that all financial members are receiving the emails. We all have to send in a form annually, I am not getting emails to the email address on said submitted form.
If members are not receiving the emails that is not a very good thing and rule changes could be challenged if they have not had an opportunity to respond.
A website upgrade would be a good thing as this is a very old format and can be challenging to find information on at times. Upgrading the website has been deferred for several years now and as the Association has a considerable amount of money in the bank doing nothing then it would be well spent here making a place for NZ model boaters to communicate.
