I checked the rules for fail safe testing today, and it turns out that the Fail Safes John Belworthy, Peter Collier and Nigel Wong are in fact legal.
The Rules currently state (I should have known, since I wrote them!) "The effectiveness of the Ignition coil disabling system must be demonstrated during scrutineering with the engine running by turning the receiver off. "
I now realise that this is an error, I recommend the rule is changed to read "The effectiveness of the Ignition coil disabling system must be demonstrated during scrutineering with the engine running by turning the receiver off, then the receiver must be turned back on, engine to be restarted and then the engine must die when the Transmitter is turned off.
The boats are safer when they kill the engine when the signal is lost as well as when receiver power is lost.
Could you please forward this to the committee for discussion and resolution?

Fail Safe Requirements
Radio Control systems with an integrated Fail safe must use and demonstrate the operation of the Fail Safe during scrutineering with the engine running.
All Petrol powered boats must be protected against zero voltage receiver failure by using an ignition coil disabling system.
The effectiveness of the Ignition coil disabling system must be demonstrated
during scrutineering with the engine running by turning the receiver off, then the receiver must be turned back on, engine to be restarted and then the engine must stop when the Transmitter is turned off.
As this is a health and safety issue and breaking the NZMPBA rules , should any competitor be found guilty of disconnecting an ignition disabling device, in order to continue racing, will lose all points gained at that regatta and as well be stood down for the following two sanctioned regattas on the NZMPBA Calendar for that year.

With respect to the idea of self scrutineering. We don't support it, even though scrutineering on Saturday took longer than it should have and longer than it normally does. It's important that these checks are done independently, particularly confirmation of failsafe function.

Peter has devised a scrutineering sheet that combines self scrutineering with supervised regatta scrutineering of the failsafe aspects.

GENERAL BUSINESS
At regattas, Contest directors must have a copy of the current rules, and be familiar with same and emphasise competitors be familiar with same. eg( if a cowl falls off in offshore you must cease to race until the cowl is returned and correctly fitted back on the boat)
Murray Smithson remit.
General feeling at the AGM was for 1 off regattas a fee should be charged to cover insurance and incidentals. Committee will discuss further to gauge feeling of membership before making final recommendations to be submitted at next AGM.

Offshore rules
A review is pending on a tweak of the rules regarding things that are not being done properly or can be dispensed with at regattas.
